    Abstract
    The development of tourism has since independence been integrated into the overall national plan for Kenya’s economic development. Being labour intensive, skilled manpower is a critical dimension in the success of the tourism industry. In this respect, the need for continuous employee training for the tourism industry in Kenya has always been recognized in the country. Accordingly, regulatory and policy initiatives have for decades been established to institutionalize lifelong learning in the country’s tourism sector. Through specific regulations, establishment, financing and coordination of such initiatives has existed between the public and private sector since the early days of the country’s independence. This chapter discusses the different policy and legislative initiatives undertaken in Kenya to institutionalize a public-private partnership in lifelong learning in the country’s tourism industry. The chapter is based on a review of official government policy and legislative documents important to engendering tourism lifelong learning in the country. In depth interview with a key informant at the Industrial Training department of Kenya Utalii College was also undertaken to provide the current state of affairs in industry-based training programmes at the institution. The chapter identifies the strengths and weaknesses of tourism lifelong learning in Kenya under the government regulated framework.
