dc.description.abstractIn accordance with the public regulation, sound policies and practices in public procurement are among the key components of good excellent stewardship and governance. However, the procurement process is still built on inefficiency, corruption, and undercutting costs in addition to secrecy, which results in significant resource waste. Therefore, this study focuses on the influence of public procurement regulation on the service delivery of Water companies in Murang’a County. The general objective of this study was to evaluate the influence of public procurement regulation on service delivery of water companies in Murang’a County. The specific objectives of the study were to investigate the influence of transparent tendering on service delivery of water companies in Murang’a County, to examine the influence of supplier debarment on service delivery of water companies in Murang’a County, to evaluate the influence of access to government procurement opportunities on service delivery of water companies in Murang’a County, to establish the influence of contract monitoring on service delivery of water companies in Murang’a County and finally to examine the moderating effects of technology on public procurement regulation and service delivery of water companies in Murang’a County. The study is anchored in the agency theory and resource-based Theory. Descriptive research design was applied to achieve the objectives of the study. The population of this study consisted 240 employees working in the procurement department and heads of user department drawn from the five water companies in Murang’a County. Yamane’s formula was used to arrive at a sample size of 150 respondents. A pilot study was carried out before the main study. Data obtained was analyzed using Statistical Package for Social Sciences (SPSS) Version 21. Percentages, frequency, means, standard deviations and tables were used to present the findings. The findings show that all predictor variables (Transparent tendering, AGPO, Debarment of suppliers, Contract monitoring, Technology) have statistically significant coefficients, as indicated by their p-values (Sig. < 0.05). The finding also showed a coefficient of the determination had R2 value of 0.65 and introduction of the moderating variable of technology increased R2 to 0.737 hence technology improved service delivery from 65% to 73.7 %. The study concludes that the public regulation has a strong influence on service delivery of the Water Companies and that enactment of the public regulation has increased the level of transparency in the procurement process, enhanced value for money through Price Contract monitoring, prompted allocation of procurement opportunities to various groups and through professionalism and fairness as stipulated in the Regulation. Based on the conclusions the study recommends that strengthening communication strategies and sensitization efforts before tender advertisement will help raise awareness among potential bidders, recognize the positive impact of AGPO groups in meeting procurement requirements, Promote transparency by providing freely accessible procurement information and address the mixed opinions on stakeholder involvement.en_US
